Ken Butler is the founder and Senior Principal of CPI. CPI, established in 1987, is a transportation consulting firm specializing in the advancement and advocacy of public-private partnerships in conjunction with the utilization of government relations services. CPI’s current clients range from Douglas County, Colorado to the Arizona Department of Transportation to the Taxicab, Limousine and Paratransit Association.
Prior to forming CPI, Mr. Butler had 16 years experience working on Capitol Hill in the United States Senate, the United States House of Representatives and the U.S. Department of Transportation (Federal Transit Administration). During his tenure as the Associate Administrator for Budget and Policy of the Federal Transit Administration, working with Ralph Stanley the Federal Transit Administrator, the Office of Private Sector Initiatives was created. This office promoted the statutory role of private transportation operators in the provision of public transit services. This initiative over a 10-year period increased the competitive bidding of public transit services from about $50 million per year to over $500 million per year. This office was used as a model during the Reagan Administration to demonstrate how the power of the federal government can be utilized to promote and expand public-private partnerships.
In the area of innovative transportation capital financing, Mr. Butler has worked in pursuing traditional and innovative financing opportunities for the $225 million Bypass Bridge at the Hoover Dam on behalf of the Arizona Department of Transportation and the West Corridor Light Rail Transit project in Denver, Colorado. In addition, he is worked on behalf of the Detroit River Tunnel Partnership to identify innovative funding for the $400 million Tradeway Project between Windsor, Ontario and Detroit, Michigan.
Mr. Butler received a B.A. degree from the George Washington University in Political Science and a M.B.A. in Finance from the same university. In regards to the National Council of Public Private Partnerships (NCPPP), he founded the Transportation Institute and is currently President of the NCPPP from 2007 to 2009.
Robert Hebert, President
Fort Bend County, Texas
Judge Robert E. (Bob) Hebert assumed the office of Fort Bend Constitutional County Judge on January 1, 2003. As County Judge he presides over Commissioners Court which oversees the county’s 1900 employees and its $250 Million budget for the county's 600,000 residents. Fort Bend is consistently ranked as one of the fastest growing counties in the nation and was recently selected by Forbes Magazine as the Number 1 community in the nation for opportunity.
Upon receiving his honorable discharge from the US Navy, Judge Hebert settled in Houston with his wife of 48 years, Pat, where they raised three daughters. Judge Hebert holds an ABA from South Texas Junior College; an MBA from Pepperdine University and a PhD from California Coast University. He has also completed the Advanced Management Program at the University of Texas Graduate School of Business.
In 1972 he founded ECO Resources, Inc., and served as its Chairman and CEO until 1985 when the company was acquired by Southwest Water Company and Judge Hebert began a new career as a business consultant specializing in the water service industry. From 1993 until 2001 he also served the State of Texas as Temporary Receiver for the City of Arcola, and as Vice President and Director of the Brazos River Authority from 1989 through 2005. In addition to his business activities, Judge Hebert has a broad background in community service including serving as President and Trustee of Alief ISD Board of Trustees, President and Director of the Fort Bend Chamber of Commerce, Director of the Rosenberg-Richmond Chamber of Commerce, Director of the Fort Bend Museum Association, Director and Vice Chairman of the Greater Fort Bend Economic Development Council, and as a Director, President and Chairman of the National Council for Public-Private Partnerships.
Arthur Smith,

Art Smith has 29 years of experience in analyzing and implementing Public-Private Partnerships. He is President of Management Analysis, Incorporated, a consulting firm which specializes in Public-Private Partnership (PPP) related issues.
Mr. Smith has been active in United Nations PPP programs since 2001. In October 2005, he was elected to the post of Vice Chair for Public-Private Partnership Research and Education for the United Nations Economic Commission for Europe (UNECE) PPP Alliance. In December 2005, he completed a UNECE-funded research effort on the Statutory and Enabling Environment for Public-Private Partnerships in the Russian Federation, based upon the new (August 2005) concessions law. He has represented the UN on PPP-related issues in Eastern Europe and the Middle East. He was a primary author of the UNECE’s publication, “Governance in Public-Private Partnerships for Infrastructure.” Currently, he is participating in a United Nations Economic Commission for Europe research project, “Creating a New Dynamic for Public-Private Partnerships for Peaceful and Sustainable Development: Human Security and Equitable Access to Resources in Countries at the Pre-PPP Stage.” Mr. Smith’s first assignment under this 24-month project was to analyze utilization of PPPs as a tool for Natural Resource Funds to promote sustainable development.
Earlier, Mr. Smith provided analysis in support of the Czech government’s voucher privatization program, and manager a USAID-funded project to identify the costs of potable water production in Albania. He has PPP experience on five continents and is the author of more than 30 articles on Public-Private Partnerships, published in six languages.
Mr. Smith has been actively involved in the National Council for Public-Private Partnerships (NCPPP) since 1999. He has served on the NCPPP’s Board of Directors, as a Vice President, as President and is currently serving two years as Chairman.
Mr. Smith holds an M.S. in Technology Management from the University of Maryland.
