Judge Robert E. (Bob) Hebert assumed the office of Fort Bend Constitutional County Judge on January 1, 2003. As County Judge he presides over Commissioners Court which oversees the county’s 1900 employees and its $250 Million budget for the county's 600,000 residents. Fort Bend is consistently ranked as one of the fastest growing counties in the nation and was recently selected by Forbes Magazine as the Number 1 community in the nation for opportunity.

Upon receiving his honorable discharge from the US Navy, Judge Hebert settled in Houston with his wife of 48 years, Pat, where they raised three daughters. Judge Hebert holds an ABA from South Texas Junior College; an MBA from Pepperdine University and a PhD from California Coast University. He has also completed the Advanced Management Program at the University of Texas Graduate School of Business.

In 1972 he founded ECO Resources, Inc., and served as its Chairman and CEO until 1985 when the company was acquired by Southwest Water Company and Judge Hebert began a new career as a business consultant specializing in the water service industry. From 1993 until 2001 he also served the State of Texas as Temporary Receiver for the City of Arcola, and as Vice President and Director of the Brazos River Authority from 1989 through 2005. In addition to his business activities, Judge Hebert has a broad background in community service including serving as President and Trustee of Alief ISD Board of Trustees, President and Director of the Fort Bend Chamber of Commerce, Director of the Rosenberg-Richmond Chamber of Commerce, Director of the Fort Bend Museum Association, Director and Vice Chairman of the Greater Fort Bend Economic Development Council, and as a Director, President and Chairman of the National Council for Public-Private Partnerships.

Ms. Molino has over 30 years experience as an investment banker and finance professional and is a co-founder and Managing Partner. Ms. Molino focuses on serving the real estate, energy, domestic project finance, and securitization markets building on her extensive and unique background with securitizations and asset-backed financings working with government, corporations, real estate and energy clients, to bring their transactions into the capital markets. Ms. Molino has extensive capital markets experience and has pioneered the introduction of a variety of credits into the capital market. Ms. Molino has also served in the capacity of Financial Advisor to several States, Municipal, and US Government agencies on a variety of privatizations and public/private partnerships involving securitizations. She has been involved with over $2.5 billion of highly structured project financings.

Ms. Molino formerly served on the Federal Energy Management Action Committee. The Committee was established by Executive Order 12123 to provide advice and guidance to the Department of Energy in achieving the energy efficiency goals of the Energy Policy Act of 2005. She has also served as a member of the planning committee for GovEnergy and currently is the President of the National Council for Public-Private Partnerships, a non-profit educational organization where she also serves as Chairperson of the Energy Institute. Ms. Molino is a member of the Urban Land Institute and serves on the Public Development and Infrastructure Council.

Ms. Molino is a frequent speaker and guest lecturer at various industry conferences, and author of articles in trade publications on various financial topics including her contribution to Urban Land Institute’s “Green Office Buildings, A Practical Guide to Development”, 2005. Ms. Molino received her undergraduate degree in electrical engineering from Copenhagen University, Denmark and her Masters degree in Industrial Technology from Northeastern University in Boston, Massachusetts.

Art Smith has 29 years of experience in analyzing and implementing Public-Private Partnerships. He is President of Management Analysis, Incorporated, a consulting firm which specializes in Public-Private Partnership (PPP) related issues.

Mr. Smith has been active in United Nations PPP programs since 2001. In October 2005, he was elected to the post of Vice Chair for Public-Private Partnership Research and Education for the United Nations Economic Commission for Europe (UNECE) PPP Alliance. In December 2005, he completed a UNECE-funded research effort on the Statutory and Enabling Environment for Public-Private Partnerships in the Russian Federation, based upon the new (August 2005) concessions law. He has represented the UN on PPP-related issues in Eastern Europe and the Middle East. He was a primary author of the UNECE’s publication, “Governance in Public-Private Partnerships for Infrastructure.” Currently, he is participating in a United Nations Economic Commission for Europe research project, “Creating a New Dynamic for Public-Private Partnerships for Peaceful and Sustainable Development: Human Security and Equitable Access to Resources in Countries at the Pre-PPP Stage.” Mr. Smith’s first assignment under this 24-month project was to analyze utilization of PPPs as a tool for Natural Resource Funds to promote sustainable development.

Earlier, Mr. Smith provided analysis in support of the Czech government’s voucher privatization program, and manager a USAID-funded project to identify the costs of potable water production in Albania. He has PPP experience on five continents and is the author of more than 30 articles on Public-Private Partnerships, published in six languages.

Mr. Smith has been actively involved in the National Council for Public-Private Partnerships (NCPPP) since 1999. He has served on the NCPPP’s Board of Directors, and as a Vice President, President and Chairman.

Mr. Smith holds an M.S. in Technology Management from the University of Maryland.

Richard Norment, Executive DirectorRichard Norment, Executive Director

Rick Norment serves as the chief of staff of the National Council for Public-Private Partnerships (NCPPP). Mr. Norment joined the Council staff in November of 1999.

Founded in 1985, the NCPPP is a non-profit organization of representatives of both the public and private sectors, working to promote the use of public-private partnerships for improved delivery of public services and infrastructure. NCPPP activities include publications, conferences and other educational programs for members and the general public, providing best practice examples and case studies of successful public-private partnership projects. NCPPP is headquartered in Washington, DC and its membership is predominantly located in the United States.

Mr. Norment has over 30 years of experience in management and development of national associations. His areas of expertise include: organization and program development, public affairs and government relations, at both the national and international levels. His first experience with public-private partnerships was with housing programs at the US Department of Housing and Urban Development in the early 1970’s.

He has authored numerous articles in trade and special interest press, and has given numerous presentations before national and international conferences. Norment also serves as a frequent lecturer for the U.S. Department of State’s International Visitors Program and a number of international organizations. He serves as the U.S. representative on the Editorial Advisory Board of the PFI Intelligence Bulletin, a European Community publication reporting on private financing initiatives.

Mr. Norment's work experience includes senior management positions with the National Association of Manufacturers, the American Gear Manufacturers Association, the Steel Shipping Container Institute, and Foodservice & Packaging Institute.

Mr. Norment did his graduate work in U.S. History at The American University in Washington, D.C., where he also served as an adjunct professor. He and his wife live in Vienna, Va., a suburb of the Nation’s Capital.
