The environment for the use of public-private partnerships is rapidly changing, presenting new opportunities and challenges at all levels of government (federal, state and local). The focus of the conference is to outline this new environment and its opportunities in light of the American Recovery and Reinvestment Act. Possible topics: Limitation of grant flow, issue involving NEPA, Davis-Bacon and Buy America. As well as how PPPs can help bridge the gap and leverage the funding.
