Welcome and review of objectives for this meeting
As the capital needs of the federal government are better understood, the issue of federal budget scoring procedures has become a point of discussion among policy makers within the Administration and on Capitol Hill. Simultaneously, the modification of FASB 13 will likely have an impact on the underlying way that the principles of budget scoring are perceived in both the public and private sectors. This Summit will provide an opportunity for industry professionals from all sectors to discuss viable options and the next best steps moving forward. In particular, we have reached out to representatives from the Hill, GAO to join us in this timely dialog. |

Recommendations of the white paper & steps forward (capital budget, Infrastructure bank, NIB)
The Public Contract Law Section of the American Bar Association’s Committee on Outsourcing and Alternative Transactions issued a White Paper on the topic of Budget Scoring in 2008 which has received wide spread attention. The paper discusses ways that changes might be made to the Scoring rules at both the administrative as well as the legislative levels. Mr. Sorett and Mr. Hoe will discuss this report in this session. |
