PROJECT SUMMARY
The initiative known as the Downtown Partnership Elementary School is an excellent example of an innovative and creative public-private partnership which addresses some critical issues facing the school district. Reusing an existing facility within walking distance of the downtown employment center has made quality education and increased parental involvement possible.

Hillsborough County Public School System entered into a lease with First Presbyterian Church to house a K-5th grade elementary school. Hillsborough County Public School System contracted with Easter Seals to provide pre-k instruction and before and after school care at the school.

This partnership between the private and public sectors has been beneficial to all involved. It has encouraged increased parental involvement and has helped alleviate overcrowding in neighborhood schools. The benefit to the school district includes a reduced capital outlay for a new school and lower transportation costs. The business community has also enjoyed the benefits of this partnership. Local businesses have seen a reduced turnover and decreased absenteeism/tardiness, which has resulted in increased productivity. The community at large has benefited by the better education the children are receiving, an enhanced downtown environment and further economic and educational development.

Capital funding for renovations ($350,000) came from a non-recurring legislative appropriation of $300,000, which required a local match. The local match was achieved through a $50,000 cash donation by Easter Seals, ongoing administrative, instructional and equipment monies from Hillsborough County School District. Staff parking and marketing efforts were underwritten by the Downtown Partnership. Private sector donations of computers and uniforms were made. The First Presbyterian Church rents are offset by the capital improvements.
