Awards Categories & Criteria

For all Project Awards, the following general criteria apply:

  • Projects must fit within the definition of a public-private partnership: a contractual arrangement that is formed between a public or governmental agency and a private company that can include a variety of activities that involve the private company in the development, financing, ownership and/or operation of a public facility or service. In such a partnership, public and private resources are pooled and responsibilities divided so that the partners’ efforts complement one another.
  • Projects must demonstrate the benefits of P3s, including: shared income resulting from partnership in direct proportion to the partners’ investment, cost savings, improved service delivery and/or increased efficiency in operation.
  • At least an initial phase of the project must be fully operational and delivering the intended benefits of the project for at least six (6) months.
  • All projects must be in the United States.
  • Projects must be implemented efficiently and effectively with appreciable cost savings or no additional costs over traditional development.
  • Awards submissions are welcome from NCPPP members and non-members, however, preference will be given to NCPPP members.

Each Project Award has the following additional specific criteria:

Outstanding Project Innovation

The Innovation Award recognizes a new and innovative project. In addition to the criteria above, when evaluating the project, the reviewing committee will look at:

  • The originality of the concept
  • How the project demonstrates a significant new advance in the field of P3s through development and/or application of new concepts or methodology

Who should be nominated?

Public and/or private sector organizations/teams that have led the planning or implementation of an innovative project.

Outstanding Infrastructure Project

The Infrastructure Award recognizes a successful infrastructure project developed and implemented using a P3. In addition to the criteria above, when evaluating the project, the reviewing committee will look at:

  • Design improvements with the type of project
  • Development of superior new products

Who should be nominated?

Public and/or private sector organizations/teams that have led the planning or implementation of an infrastructure project.

Outstanding Service Project

The Service Award recognizes a successful P3 service delivery project. In addition to the criteria above, when evaluating the project, the reviewing committee will look at:

  • Service delivery improvements
  • Delivery of superior new services

Who should be nominated?

Public and/or private sector organizations/teams that have led the planning or implementation of a service delivery project.

Excellence in Public Sector Leadership Award
For the Excellence in Public Sector Leadership Award, the following criteria apply:

  • Exceptionally innovative and visionary individual leadership in the development and/or implementation of a P3 project or service.
  • Effectiveness of the project or service that was delivered under the individual’s leadership.
  • All related projects or services must be in the United States.
  • Awards submissions are welcome from NCPPP members and non-members, however, preference will be given to NCPPP members.
  • Who should be nominated?

  • A public sector individual whose outstanding leadership has helped (1) drive the success of a P3 project in the United States and/or (2) build a public-private partnership to develop and implement a successful P3 project or service in the United States.

  • Excellence in Private Sector Leadership Award
    For the Excellence in Private Sector Leadership Award, the following criteria apply:

  • Exceptionally innovative and visionary individual leadership in the development and/or implementation of a P3 project or service.
  • Effectiveness of the project or service that was delivered under the individual’s leadership.
  • All related projects or services must be in the United States.
  • Awards submissions are welcome from NCPPP members and non-members, however, preference will be given to NCPPP members.
  • Who should be nominated?

  • A private sector individual whose outstanding leadership has helped (1) drive the success of a P3 project or service in the United States and/or (2) build a public-private partnership to develop and implement a successful P3 project or service in the United States.
  • Important information for Google Chrome users

    If you are using Google’s Chrome Browser to please be aware that it uses Google’s PDF Viewer by default, rather than the Adobe Reader application. Our forms may not work as designed in Google’s Chrome Browser due to this default setting. For example, the submit button will not attach your completed form to an email. Our PDF documents are developed with Adobe software in accordance with Adobe PDF standards. To address this issue, you have two options:

    1) Open the forms in another browser. The PDF functionality has been tested and working as expected in Internet Explorer and Mozilla Firefox.

    2) To continue using Chrome, set Adobe Reader as your default PDF viewer. Simply type “about:plugins” into the address bar.

    a. Find the Adobe Reader plugin in the list.
    b. If you do not have the Adobe Reader plugin listed, go to Adobe’s website and download it (it’s free).
    c. When it is located in the list, click enable to enable the plugin and disable the Google “PDF Viewer”.
